Copy the diagram below on your paper. Use the given information to fill in all of the missing labels.  

A line segment, labeled on the ends, top & bottom, left: 0 & 0%, right: question mark & 100%. Divided int 2 unequal sections, each bracketed and labeled as follows: Left: top, question mark students, bottom, 60%. Right: top, 28 students,  bottom question mark %.

First, solve for the lower half of the diagram. 

Label added to bottom right bracket, 40%. Since the entire diagram is representative of of the students, and the first portion represents , the second portion must represent

students is of how many total students?

Label added to top right end, 70 students.

To find the remaining number of students for the first portion, subtract from the total number of students.
