• Plot the $y$-intercept of $\left(0, 3\right)$.
Then look at the slope to determine the rise and the run.

The rise is $−2$, so move two units down from $\left(0, 3\right)$.
The run is $3$, so move $3$ units to the right.
Plot that point and draw the line connecting them.
