Use the equation $y=a(x−h)^2+k$ where $(h,k)=(2,3)$ and $(x,y)=(0,0)$.

$0=a(0−2)^2+3$

$−3=a(4)$

$-\frac{3}{4}=a$

$y=-\frac{3}{4}(x-2)^2+3$
