Find the equation of the line with a slope of $\frac { 1 } { 3 }$ that goes through the point $(0,9)$.

Since you are given the point $(0,9)$ and the slope, you can easily determine the $y\text{-intercept}$.

Write your equation in slope-intercept form: $y=mx+b$.
