Does the table below appear to represent a function? If so, write an equation using function notation. If not, explain why it cannot represent a function.

There can only be one $y$-value for each $x$-value in a function.

Plot the points on a graph and draw a slope triangle or use another method to find the slope.
The $y$-intercept is given in the chart when $x = 0$.

$f(x) = 4x + 4$
