Parallel lines have equal slopes. Use $y=mx+b$ where $m=$ slope of the given line.

Use the given point to find the $y$-intercept.

$-1=-\frac{1}{3}(9)+\textit{b}$

$\textit{y}=-\frac{1}{3}\textit{x}+2$
