Victor and Hugo were shooting baskets. Hugo made $6$ of his $10$ shots. Victor made $10$ out of his $15$ shots. Who is the better shooter? Show all of your work and explain your reasoning clearly.

Hint:

To identify the better shooter, find what portion of their shots each shooter made. Then make each fraction over $30$ so that you can compare them more easily.
