10-11.

Victor and Hugo were shooting baskets. Hugo made $6$ out of his $10$ shots. Victor made $10$ out of his $15$ shots.

1. Write each boy’s shots as a ratio of shots made to shots missed.

Hugo $=3:2$
Victor $=2:1$

2. Who is the better shooter? Show all of your work and explain your reasoning clearly.

Try writing Victor and Hugo's shots as fractions with the made shots in the numerator and the total attempted shots in the denominator.
Try finding a common denominator to directly compare the number of shots made.

$30$ looks like a good common denominator for the two ratios.
Try rewriting both fractions with $30$ as the denominator and compare the two fractions.
